The Festival of Lights Parade was created by the Leadership Rapid City Class of 1996 with the help of Casey Peterson & Associates, Black Hills Federal Credit Union, and Black Hills Energy. The event has grown to be one of the community's brightest events and a great way to kick off the holiday season.
